    Shankar PR (2001) written an article titled HINARI: Providing Access to Scientific Literature in Resource Constrained Settings is a valuable contribution to the young researchers knowledge of scientific writing in Nepal because the author is having a wide range of research publications and the experience in conducting research methodology and scientific writing workshops [1]. Scientific reading will enhance the quality of scientific writing. Critical reading and thinking will provide a relevant, interesting, feasible, ethical and novel research hypothesis. The author or researcher planning to conduct a research and publish the research work should search in Medline, PubMed, HINARI and other search engines for relevant reviews and literature of similar studies in the world and national scenario. These studies must be examined for strength and weakness, and the researcher must apply required modifications for new knowledge. It will help the author tremendously in the writing of the introduction, discussion and conclusion of the manuscript [2]. Researchers from developing countries have main difficulty in accessing good quality articles published in international paid journals for writing a good research article and conducting a research scientifically, so that they have to search for the articles published in the free open access journals for understanding the research methodology [3-6]. The researchers from Manipal College of Medical Sciences, Pokhara, Nepal are facing difficulty of accessing good quality research articles from HINARI as most of the time it does not work because of the password problem. So we have to depend fully upon PubMed Central and Google. We are having the eligibility for free access of HINARI and previously it was working efficiently [7-10]. HINARI should give importance to the quality of service provided to the organizations. Nowadays the output—and rewards—of research are based almost entirely on published papers in scientific journals. Scientists in low-income and middle-income settings want an opportunity to analyze data for their populations according to their own concerns. They want to be in the frontlines of national and global communications about their country’s experiences. So they require the constant access of HINARI in their country.

    HINARI free and low cost access: review and comment

    The article (My Opinion) by Shankar (2001) highlighted HINARI as providing free access to institutions in resource constraint counties, and low cost access for institution in eligible countries [1]. This is an opinion, so there are no Illustration/Table, References or keywords, though information from websites cited in this article can be made as references.

     

    The information in the article is very valuable for countries that are eligible. However, when I tried to register, I could not find my country in the long list of the country to be chosen, thus my profound disappointment. I tried to retrieve the list of countries with free or low access from the website given in the article (http://hinari-gw.who.int/whalecomwww.who.int/whalecom0/hinari/eligibility/en/index.html) [1], but I was asked for a user name and password, which I do not have, as I was not registered.

     

    After browsing the internet, I found out that eligibility for free access is given to a country with an human development index (HDI) of less than 0.63, or gross national income (GNI) per capita at or below $1600, or if the country is listed in the list of least developed countries (LDC). Further, to be eligible for low cost access (1000 $ per year), a country should have either a GNI per capita of less than $5000 or HDI at or below 0.67 [2].

     

    I am from the University of Indonesia, Jakarta, Indonesia. Indonesia is not listed as one of the LDC [3], my country’s gross national income per capita is 2580 USD [4], and has an HDI of 0.600 [5]. Indonesia’s HDI is less than 0.63; thus is eligible for free access, but Indonesia is not listed as a free access or even low cost access eligible country [2].

     

    I hope that in the future, HINARI will open a free access for my country.
